In addition to the aforementioned TEBA Limited also provides the following financial and related services to mineworkers or to the families of deceased mineworkers:
Long Service Award Scheme
The object of the scheme is to regulate the payment of awards to Categories 3 - 8 employees in respect of service that is not pensionable in terms of the rules of the Mineworkers Provident Fund, Mines 1970 Provident Fund/Pension Fund or any other recognised Provident Fund within the mining industry.
An employee or his/her dependant becomes eligible for a Long Service Award in the following instances:
TEBA Limited is primarily responsible for the processing of Long Service Award Benefits for mineworkers that have exited the industry, upon reaching the age of 55 years, on condition that the minimum service requirement has been met. In addition, TEBA Limited assists mines with the payment of Long Service Award Benefits to mineworkers that have separated from mines prior to the finalisation of awards. TEBA Limited also administers defunct mines' accounts.
Sentinel, Cementation Mining, RUC Mining, Mines 1970 Provident Fund, Mines 1970 Pension Fund, Compensation Commissioner for Occupational Diseases, Member Mines, and other employers/service providers.
In respect of the above employers/service providers, TEBA Limited offices render financial services to mineworkers that have exited the industry and to the families of deceased mineworkers. Payment is made only on a request for services basis.
Compulsory Deferred Pay (CDP)
Deferment of wages is compulsory for both Lesotho and Mocambique mineworkers, having been negotiated between the government of South Africa and the governments of Lesotho and Mocambique. all Lesotho and Mocambique mineworkers, irrespective of which recruiting organisation was involved in their recruitment are subjected to the rules as contained in the agreements between the respective governments.
TEBA Ltd as the largest approved agent for the collection of compulsory deferred pay for Mineworkers recruited from Lesotho and Mozambique is required in terms of the deferred pay act and the Mozambique inter government agreement to receive deferred pay monies monthly from member mines/contractors and to pay over these monies to the respective governments. Mozambique Mineworkers are compelled to defer 60% of net earnings, via TEBA Ltd, to the central bank of Mozambique for 6 months of their 12 month contract, or 12 of their 18 month contract. Lesotho Mineworkers defer 30% of gross earnings for 10 months of their 12 month contract. Mozambique Mineworkers cannot access their deferred wages until the end of their contracts whilst Lesotho Mineworkers can access deferred wages monthly. TEBA Ltd provides this service to its shareholders and clients in return for an administrative fee of 1.5%, based on the collections. The anticipated amount to be collected from Mineworkers in 2005 is R660m.
The deferred pay "paper" based or voucher system, implemented in 1964 for Mozambique Mineworkers and 1979 for Lesotho Mineworkers, was replaced on 2005 (with the exception of harmony mines - free state operations) with an electronic system, known as the deferred pay enhanced system. TEBA Ltd now maintains records and transactions on an individual basis for accurate reconciliation. Member mines/employers have especially reduced administrative activities in handling deductions and issuing remittances and vouchers. The flow of funds and data from TEBA Ltd to the respective countries has in no way been altered or delayed and the system does, in all respects, comply with the bilateral agreements and acts.
Post Employment Services
Following the termination of an employment contract, TEBA provides services which are delivered in the home country as well as being a service to employer.
Death Reports
The most significant post employment service relates to deaths of mineworkers. Deaths are categorized according to fatal accidents, deaths occurring in RSA ("on mine") or deaths of mineworkers at home whilst they are still on strength (employer's responsibility). Death administration for foreigners requires more "effort" primarily because of Immigration Act separation requirements and the transfer of funeral advance payments to countries outside of the Rand Common Monetary area. (Mozambique and Botswana).
A death reported to TEBA requires that the deceased is positively identified, his next of kin informed within 24 hrs of death.
